For people who are interested in learning languages and for those who have been learning for quite some time, achieving proficiency in a foreign language requires extensive practice.  Language proficiency requires some good skills such as the ability to speak, read, comprehend, and write.  It also requires ample knowledge of vocabulary, good command of grammatical structures, and comprehension of cultural contexts in which the language appears.  In order to be proficient in other languages, it is very helpful to practice the target language in diverse ways.

The following are some useful ways and means to help you enhance your language skills within your reach:
Find a foreign language pen pal.  Yes, you read that right, a pen pal!  Nowadays due to the advancement of technologies, it is not so difficult to find pen pals whom you can communicate with and who can help you improve your foreign language skills.  You can meet language pen pals online by joining online language pen pal groups and do some language exchange!  Being able to do some language exchange with a pen pal can help you grasp the beauty of the language from a native speaker!  You can meet new friends from all over the world too!
Visit a foreign language chat room.  A foreign language char room can provide you a great opportunity to practice your language skills immediately since a chat is more interactive than emails and bulletins.
Use a foreign language search engine to discover your interests.  Search for sites which are in your target language and with your interests.  That way you will be able to develop your interests as you supplement your language skills!  That will surely be fun for you since you will discover new ways to improve your hobbies and so on, in your target language!
Watch or read foreign news online.  The internet can provide you with various news articles and other data in many languages.  Your target language most probably will have available news online which can be within your reach!  Catch up with the latest events in your target language by reading articles or watching broadcasts online.
Join a foreign language discussion board.  A discussion board is a place where you have the opportunity to connect with native speakers of your target language as well as people who are interested in the same language.  Foreign language discussion boards can help you learn your target language since the people there are aware that you will be learning their language.  It is also a nice place to find potential foreign language pen pals.
Read foreign language magazines.  Search for foreign language magazines at your local library.  However if you do not have access to foreign language magazines in your area, you can visit their online editions.  There are so many foreign language magazines which discuss various topics from business, to art, parenting, and a whole lot more.  You can subscribe to printed magazines by ordering them online or you can also subscribe to online editions.
Listen to foreign language music.  Music is an amazing memory aid for learning languages.  Listening to sung lyrics can help you improve your vocabulary skills and pronunciation.  You can buy CDs by artists who sing in your target language or you can listen to them online or on international radio.
Watch a foreign language film.  You can rent or buy foreign language films in your local video store.  You can also check out foreign videos at your local library.  Better choose movies which are done in your target language and may have subtitles for you to refer to if you cannot catch up with the story.  However, it is better if you try to watch and understand the film without having to use the subtitles.  Enjoy and have fun improving your language skills by watching movies and try to watch them with your friends too!
Read a foreign language book from your local library.  For sure libraries have books in foreign languages.  Try to find some in your target language and practice your comprehension and vocabulary skills in your target language.
Find native speakers of your target language in your community.  There may be a person or a family in your community who are native speakers of your target language.  Try to befriend them and share insights with them.  There might also be language groups or associations in your community who may be able to help you learn your target language and can help you contact other language enthusiasts.
Join or create a conversation group.  Share your language interest with others in your community by joining or creating a local conversation group.  Coordinate with local universities and colleges if groups already exist.  If such groups are not available yet, better start one yourself!
Visit an ethnic restaurant.  An ethnic restaurant is a place for you to enjoy traditional cuisine as well as a place to connect with native language speakers.  Check out the restaurants in your area and maybe you will have the opportunity to taste scrumptious food and have a decent conversation in your target language!
Locate heritage events in your area.  There could be clubs or groups in your area which represent various ethnic groups.  Better find out when the ethnic group of your target language will celebrate certain events and mingle with the native speakers of the language!

However, you can also try going to other places to improve your language skills:
Plan a trip.  A trip to the place where the language is spoken will give you the chance to practice your language as well as enjoy the attractions and culture.
Study abroad.  Studying abroad especially in the place where your target language is spoken is the best way to know the language and its culture.  A semester or a year of studying abroad will help you become fully immersed in the language and help you experience it in your everyday life!
