I think the 2000 hours is not correct for English studied by a European - this figure is for an native English speaker learning Thai which is a tonal language very difficult for Europeans.
J Marvin Brown estimates that an English speaker learning a related European language (like Dutch) can do it with as few as 100 to 400 hours of correct listening.
I myself have been studying Chinese for the last few years, and I would have to agree now (too late!) that focusing almost exclusively on listening with understanding (ie listening to material that is almost all understandable) in the correct context is much more powerful than going through thousands of flash cards trying to guess the correct pronunciation based on pinyin (romanised Chinese) and learning loads of grammar rules.
My language skills are much more developed where I have listened and interacted in Chinese - if I try to use a word I've learnt from flashcards I usually get a blank look from the person I'm talking to - I'm then stuck with this bad habit and it's very hard to get rid of it later
I live in China and use Chinese all the time - my comprehension is way ahead of my speaking ability; but I think this is how it should be. Slowly and naturally I find language I comprehend entering into my consciousness and becoming language I can spontaneously use.
